The Schumer Amendment (Institutional Dynamics)

In July 2023, the Senate Intelligence Committee unanimously passed a proposed amendment to the National Defense Authorization Act that provided for (mandated) an orderly process for UAP disclosure, including the U.S. government’s claims of eminent domain over any and all UAP-recovered technology held by the Pentagon, Intelligence Community, and defense contractors. It encountered strong opposition from Congressmen with sizable aerospace contracts (and campaign contributions) in their districts. The eminent domain provision was stripped from the bill, and a watered-down version was passed and signed into law by US President Joe Biden.
